Local, State and Federal government are moving at an unprecedented pace to combat COVID-19 and are considering policies that will directly impact HR and the entire business community. The response to COVID-19 is an important reminder of why HR’s voice needs to be heard by policymakers on all matters affecting work, workers and workplaces.

Important COVID-19 Legislative Updates

On June 5th, 2020 the bipartisan Paycheck Protection Program Flexibility Act (PPPFA) was signed into law, which provides employers with greater flexibility when using the Paycheck Protection Program (PPP) funds and applying for loan forgiveness.

Key Changes Include:

  • Borrowers now have 24 weeks from the disbursement of their loan to use PPP funds
  • Employers only have to now spend 60% of PPP funds on payroll costs compared to the previous 75%
  • Employers now have until December 31st, 2020 to rehire laid-off workers if they are seeking loan forgiveness.
  • Extends the maturity date of PPP loans, for any unforgiven portion of the PPP loan, from two years to give years.
